This week (possibly tomorrow). Essentially, we were nearly ready to sim by August 30th, and then LITERALLY the sim program fucked us hard. Had big discussion with PR about it to figure out fastest way to basically re-do everything, pissed off the sim program heads at the same time lol and now we're back on track.
One significant thing we did to make sure this never happens again is we created a team that never plays called Free Agents, and every single player in the league (in the program) has a 30 year contract. They will no longer disappear on us, and every season we'd just re-assign all the teams quickly and efficiently.
I do apologize for the lengthy delay, we essentially got hit with having to restart everything, and compounded with work and school, and Panthers moving and lack of internet it's taken us a bit longer, but the good part is that we're in the home stretch.
I'll even go as far as to tell you what's left for me to do. Currently, I'm completing all the KHL and Minor teams' extra players (the fake players that will ice as fourth liners and 5th/6th defencemen so that all real players get the top 3 lines of ice-time) and then I need to assign minor leaguers for gm-less teams while making sure their rosters are complete. Once that is done, we sim.

re-starting- So you had to recreate all the players?? If so everything is going to change. I hope I don't have anybody signed to long term deals. They could realy suck now.

No. Here's what happened so I didn't freak people out - to note, this is why I am hesitant to even update people on statuses during off-season because some info might come across wrong.
Adam (Panthers) and I had previously corrected all rosters and such in the game. During our past off-season, the simulation program had released a build which would auto-re-rate every single player in the game. It effectively fucked everything up and we hadn't noticed it until we finished all the rosters. When we asked the programmer why this had occurred he stated it was applied to everyone's system, but if you've noticed from season 1 to now, the scoring production has gotten better but games are no longer 9-1, and such, so we had everything balanced out rather well. So at this point we either had to make a decision to re-correct the ratings of the players and literally avoid players like Jordan Tootoo becoming a fucking 93 for some reason, or go and load an older save point (right at the conclusion of our playoffs), wait for the programmer to apply a toggle switch to the problem to turn off re-rates and re-do all of the rosters. That seemed to be the faster route so we took it.

It was completely random. That is now officially turned off forever. Like I said, Tootoo was over a 90, Belak was re-rated into the high 80s, nothing made sense.

Apparently. But seriously, if you saw any of the discussions I've had with them, they don't get sarcasm, and any constructive criticism is taken completely to heart. They are pretty defensive and arrogant for no real reason. If I had been paying for the program, I'd be more upset with how it's run. We finally had shit together where scoring seemed mildly close to realistic (and we're getting closer) after two seasons where top performers were like 50pt players (the fuck is that all about?) and when asking about how to balance it, they got all pissy and I think it's because they had no resolution. Pretty sad when they don't even know how to manage their own system properly, but we've done a lot with what we can work with to manipulate it appropriately to reflect something that is at least sensible. When we saw Jordin Tootoo as a 90+ player, I slapped my head.

Guess I should speak up too. Talk about bad luck. As Mike said, we had everything completed to go. Shut down the system for the night, ready to sim on the 1st. The next morning I get a skype call, Mike is freaking out about the re-boot. After spending all that time getting ready, we were forced to go back and fix everything. We intended to have everything ready early last week but with my move to town, I can't work on anything. Bell sent me the wrong fucking modem twice this week. Obviously I can't set up wireless without the modem. Long story short, we got fucked up hard. Blame the system, blame bell. Internet should be here tomorrow, and we'll be flying boys.

so once you went back to the previous save and turned off the re-rates, does this mean that players don't develop anymore? like their rating will remain the same?

Only drafted players will develop, but they only develop for three seasons. After that, it's up to you to develop them with improvement points.

Pretty much but it's more about being active in participation and discussion, I think there will be more discussion shit on predictions and such than anything, but yeah, it's about making a presence and being rewarded for it.
