With the locked options, the caps remain. With the "season 3 only" options, the cap can be re-negotiated at the end of each season (possibly by dictators such as Leafs...arse).

I believe having a cap locked at 56.7 mill for the next 3 seasons would be great.
1. There's skill involved in building a team
2. We have a 60 mill budget.
3. People can't abuse the fact that they can sign the players to crazy contracts.
