I have a feeling that Kovalev will pass. He would be claimed on re-entry waivers though. And I am sure that PR will not be happy with him in the minors and will request some kind of move.

I wonder, I heard that players that just get signed have a clause so they cannot be traded. My question is is that clause a NMC or a NTC, so basically is this move legal?

It's only a NTC not a NMC. Players must demand NMC is they want it. Kovalev's contract will count against his budget when he is demoted, I'm sure re-entry will be in order.
